asked the Secretary of State for the Environment if, when officers of his Department telephoned offices of Portsmouth city council on 4 March concerning Portsdown park, they made it clear that information contained within that call should not be disclosed until after receipt of the subsequent letter.

There was no such restriction on disclosure of the content of the telephone call.
