During his visit this week to the Caribbean my right honourable friend the Minister for Overseas Development (Mr. Raison) informed the Government of St. Vincent that we are prepared to make available an interest-free loan of £5 million as part of the Independence Settlement, for expenditure over about five years on capital projects to be agreed between our two Governments.
