§ Lord Kennetasked Her Majesty's Government:
Whether they will list the nuclear Industrial installations in the United Kingdom and show for each (a) who insures it, (b) against what, (c) for how much, and (d) at what premium, both 10 years ago and today.
§ The Minister of State, Scottish Office (Lord Gray of Contin)The CEGB and SSEB's nuclear power stations were 10 years ago insured against third party liability and against property damage from fire and other standard perils by a group of insurance companies and Lloyd's underwriters arranged through the British Insurance (Atomic Energy) Committee (BI(AE)C). Third party insurance is today provided through a commercial agreement between the boards and the Iron Trades Employees Insurance Association Ltd, and the sites themselves are now self-insured except for a small proportion of the risk which is carried by a mutual association of European electricity utilities.
British Nuclear Fuels' sites are currently insured against third party liability and property damage risks under arrangements with the BI(AE)C. Ten years ago, BNF were indemnified by UKAEA against third party liability and property damage in respect of their sites at Sellafield/Windscale, Capenhurst and Drigg.
Amersham International's third party and site insurance have been carried throughout this period by the BI(AE)C.
Cover against all fissile risks at Rolls Royce, Derby, and at Vickers, Barrow, has been provided by the Ministry of Defence during this period.
Third party liability cover is provided in accordance with the terms of the Nuclear Installations Act, 1965. Information about sums insured and premiums paid is commercially confidential.
