§ Lord Kennetasked Her Majesty's Government:
Whether they will list the countries to which in accordance with the recent decision of the Council of Ministers of the European Community, they will no longer export arms or other military equipment because they are "clearly implicated in supporting terrorism", and what procedures they are adopting to prevent the re-export of arms to such countries from third countries.
§ The Minister of State, Foreign and Commonwealth Office (Baroness Young)Since April 1984 no new defence exports have been authorised for Libya.
Defence exports to all countries are subject to strict licensing. Particular attention is paid to whether equipment might be attractive to terrorists. To help prevent arms or other military equipment being diverted to countries implicated in terrorism, we often seek "no-transfer" assurances.
