§ Mr. EggarWe have concluded that our policy should be to work for early agreement on a multilateral conservation and management regime under the auspices of the United Nations Food and Agriculture Organisation. Such agreement offers the best prospect of measures which are workable and effective. A technical assessment of the fish stocks, which is the essential first step for an agreement, is now being conducted by FAO experts.
