asked Her Majesty's Government:

When they expect to publish the findings of the inter-departmental committee considering the effectiveness of existing procedures for increasing the use of waste materials, including minestone, in highway construction, which on 29th April 1985 the Lord Skelmersdale promised would be available shortly (H.L. debates, col. 111); and

Whether the recommendation of the Flowers Committee (Coal and the Environment) "that the Government should examine the National Coal Board's suggestions to make greater use of colliery spoil by the introduction of an improved dual-tendering system covering all appropriate building and civil engineering" is currently being evaluated in view of the need to cut out waste and achieve value for money.

The interdepartmental committee on the use of waste material for road fill has submitted its report on the effectiveness of existing procedures for increasing the use of waste materials. No decision has yet been made concerning the date of publication of the report's findings.
