§ Sir Geoffrey HoweThose taking part in the Commonwealth group are acting independently and not as representatives of Governments. We are encouraged by the fact that the group described its recent visit to South Africa as
a useful and constructive first round of discussions".We continue to regard this as an important initiative to which we are giving our full support.
