HL Deb 26 November 1985 vol 468 cc888-90WA
Lord Melchett

asked Her Majesty's Government:

Whether they will list all the sites located in Scotland which have so far been identified as qualifying for protection under (a) The Ramsar Convention, and (b) EC Directive 79/409 on the conservation of wild birds; whether they will indicate when these sites are likely to be listed or designated with the appropriate authorities; and what steps are being taken to ensure in the meantime that planning authorities, statutory bodies and Government departments are informed of the importance of these areas and the obligation to conserve them.

Lord Elton

The following sites in Scotland have been designated as wetlands of international importance under the Ramsar Convention:

  • Loch Druidibeg, Loch a Machair and Loch Stilligary
  • Loch Leven
  • Loch Lomond
  • Cairngorm Lochs
  • Claish Moss
  • Loch Lintrathen
  • Silver Flowe
  • Rannoch Moor.

Loch Druidibeg and the island of Rhum have also been designated special protection areas under the terms of the EC birds directive.

The Nature Conservancy Council is giving high priority to the programme of notifying and re-notifying sites of special scientific interest under the Wildlife and Countryside Act 1981. Notification or renotification as an SSSI is an essential preliminary to designation under the Ramsar Convention and the birds directive. Additional resources for the NCC this year and next will maintain the momentum and further designations will be made as the necessary procedures are completed.

There is no formal procedure for informing local planning authorities of sites meeting the criteria for designation under the Ramsar Convention or the birds directive, although the full list of sites proposed by the NCC has been published in another place (Official Report, Commons, 18th July 1985, col. 241).
