§ Mr. Skeetasked the Paymaster-General whether he proposes to seek to amend the Explosives Act 1875, the Explosives Act 1923 and the Explosives (Northern Ireland) Act 1924, taking into account changes in the type and use of explosives so as to provide for a certificate of competence for people handling explosives.
§ Mr. Peter BottomleyThe Health and Safety Commission is progressively updating the Explosives Acts to take account of technological change. The Classification and Labelling of Explosives Regulations 1983 came into operation on 1 November 1983. A consultative document on the draft Conveyance of Explosives by Road Regulations has been published. The need for training and certificates of competence will be considered in due course.
