§ Sir George YoungThe housing investment programme allocation for Portsmouth for 1985–86 is £6,402,000. This represents a reduction of 54.5 per cent. in real terms on the allocation for 1978–79. However, since 1981–82 authorities have been able to add to their spending power by drawing on the prescribed proportion of their capital receipts.
