§ The Prime MinisterThe present distribution of ministerial responsibility relating to whaling issues has not prevented the Government from pursuing policies within the International Whaling Commission designed to conserve whale populations, but if my hon. Friend wishes to let me have his reasons for suggesting such a transfer430W I will of course consider them with my right hon. Friends the Minister of Agriculture, Fisheries and Food and the Secretary of State for the Environment.
