§ Mr. LeeIn figure 11 of the "Statement on the Defence Estimates 1985", French and Spanish naval forces are depicted in numerical, rather than representational, form primarily because of limitations of space; but also in order to distinguish France and Spain from other NATO countries since they do not participate in NATO's integrated military structure.
