Thomasasked the Secretary of State for Foreign and Commonwealth Affairs whether the United Kingdom delegation to the non-proliferation treaty review conference in Geneva in September will be raising the matter of the current non-application of full physical inspection nuclear safeguards at the Windscale reprocessing plant at Sellafield.

§ Mr. LuceWe do not intend to raise this matter at the review conference. Although we have voluntarily offered to submit United Kingdom installations to International Atomic Energy Agency safeguards, our signature of the non-proliferation treaty, as a nuclear weapon state, did not require us to do so.
