asked the Secretary of State for Social Services what percentage of National Health Service hospitals with operating theatres do not provide 24-hour cover by medical practitioners.

Mr. Kenneth Clarke:

Patients are admitted into hospitals to the care of medical practitioners. We would expect a responsible medical practitioner to be available, whether on site or on call, at all times.
