Mr. McNamara

asked the Secretary of State for Defence why the trade union side of his Department was not consulted about the placing of a further contract for the work of the Claims Commission.

Mr. Butler

Competitive tendering, including both in-house costing and external tenders, indicated that the financial advantage of contract operation remained. No new issues of principle or substance were involved. There was therefore no requirement to consult the trade unions on placing of a further contract.
