§ Mr. Meadowcroftasked the Secretary of State for Social Services (1) if he will make it his policy to refrain from issuing any administrative guidance which calls in question the right of a community health council to represent the interests of its non-resident public;
(2) if he will make it his policy to refrain from issuing any administrative guidance which calls in question the right of a community health council to raise issues with a regional health authority as a managing authority and as a planning authority;
(3) if he will make it his policy to refrain from issuing any administrative guidance which calls in question the right of a community health council to consider issues which are not the responsibility of its corresponding district health authority;
(4) if he will make it his policy to refrain from issuing any administrative guidance which calls in question the right of a community health council to concern itself with issues which extend beyond the geographical boundaries of its district.
