§ Mr. Giles ShawMy right hon. and learned Friend understands from the chief constable of West Midlands that the disturbance in Dudley street on 20 February occurred when four officers were arresting two youths. A crowd of about 60 people tried to intervene and the disorder spread to a nearby store, before ending after a further 25 officers had arrived. There were 22 arrests and five police officers were injured. No injuries to members of the public were reported to the police.
