Mrs. Beckett

asked the Secretary of State for Social Services (1) if he will estimate the number of tenants who will be adversely affected by the proposed changes in the threshold for high rent area authorisations effective from 1 April (a) in authorities which will lose the authorisation entirely and (b) in authorities which will continue to receive an authorisation but at a higher threshold; and if he will estimate the average loss per tenant (i) in authorities losing authorisation for both public authority and private tenants, (ii) in authorities losing authorisation in respect of public authority tenants alone, (iii) in authorities losing authorisation in respect of private tenants alone, (iv) in respect of authorities losing class authorisation and (v) in authorities continuing to receive an authorisation but at a higher threshold;

(2) if he will list the local authorities who have (a) requested and (b) received authorisation to operate a high rent area scheme (i) for public authority and private tenants, (ii) for public authority tenants, (iii) for private sector tenants and (iv) for class authorisations.

asked the Secretary of State for Social Services if he will list the authorities which will lose their high rent area authorisations if the proposed changes to the thresholds are effected from 1 April, showing those who will lose the authorisation (a) in respect of both public authority and private tenants, (b) for public authority tenants alone, (c) for private tenants alone and (d) for class authorisations.

The table lists those authorities which will cease to qualify to operate a high rent scheme from 1 April 1985 under the proposed changes, and which are currently in receipt of such an authorisation (i) in respect of both public authority and private tenants, (ii) for public authority tenants only, (iii) for private tenants only and (iv) for class authorisation.

(i) For public authority and private tenants:

The gross income levels at which rent rebates would no longer be payable, based on the estimated average local authority rent at April 1984 of £13.97, are as follows:

asked the Secretary of State for Social Services if he will list those authorities estimated to be eligible at November 1984 for a high rent area authorisation who have not requested such authorisation, showing those which would qualify for an authorisation covering (a) both public authority and private Tenants, (b) public authority tenants only and (c) private tenants only.
