asked the Secretary of State for Employment whether, in circumstances where Manpower Services Commission staff report to area manpower boards that a youth training scheme trainee has suffered an accident, there are standing instructions as to the form in which such information may be given, and, in particular, whether the information may be given orally or in writing.
