§ Mr. Kenneth ClarkeThe management instruction to health authorities referred to was not issued in written form. On 25 March this year our officials, acting on ministerial instructions, telephoned all regional health authorities to ask them to tell all district health authorities the same day that no contract awarded in pursuance of our competitive tendering policy should be revoked or terminated without prior consultations with the region and the Department.
