§ Mr. NewtonConsideration was given to the future of the earnings rule for pensioners during the social security review. The Government's conclusion is reported in chapter 1 of volume 2 of the Green Paper on the "Reform of Social Security" (Cmnd. 9518). Paragraph 1.69 reaffirms the commitment to abolish the earnings rule at the earliest opportunity when resources permit.
