§ The Minister of State, Foreign and Commonwealth Office (Baroness Young)We intend to take the matter up within the International Council for the Exploration of the Sea, which is a more appropriate channel than the International Atomic Energy Agency. Her Majesty's Embassy at Moscow is also being asked to raise the matter with the Soviet authorities when a suitable opportunity arises.
