§ Sir Hector Monroasked the Secretary of State for Scotland what progress has been made in reallocating quota purchased under the milk outgoers scheme in Scotland.
§ Mr. YoungerI intend to provide sufficient quota to reduce from 42.5 per cent. to 32.5 per cent. the cut applied to developer awards made by the Dairy Produce Quota Tribunal for Scotland. I also intend to allocate a small amount of quota to maintain quota levels in the Scottish islands and in Kintyre, south of Tarbert. Arrangements are in hand to inform developers and island producers of their new quotas for 1985–86.
699WAssistance for these two groups will take up some 5 million litres of the reserve, in addition to about 16 million litres already allocated to exceptional hardship cases and small producers and I shall announce as soon as possible my intentions in respect of the 9 million litres remaining in reserve.
I am concerned to protect the positionin those areas of Scotland where the level of quota is especially critical. In particular, all of the balance of quota surrendered by outgoers in the areas of the north of Scotland and Aberdeen and district milk marketing boards will be reallocated there.
