§ Sir Keith JosephNo. In the polytechnics, fewer than 1 per cent. of all lecturers are paid on the lowest scale, and almost all teachers have automatic career progression to senior lecturer at maximum annual salary of over £14,000. In the universities the maximum of the lecturer scale is £14,925.
