§ Mr. RifkindGiven Mr. Mpetha's age and physical condition there are strong humanitarian grounds for intervention. My right hon. and learned Friend therefore instructed Her Majesty's embassy in South Africa on 10 June to convey a request to the authorities that clemency be exercised.
