§ Mr. Kenneth BakerMy right hon. Friend does not consider that the revised financial return provided by the London borough of Newham gives the best information as to their outturn total expenditure for 1982–83. This revised return would reduce Newham's block grant entitlement in respect of 1982–83 by about £2½ million. What effect it would have on Newham's budget in 1984–85 and 1985–86 is a matter for the council.
