No talks on this subject have taken place between Ministers and West Lothian district council, but good progress is being made in implementing the recommendations in the Bathgate working party report.

However, it is difficult to make a comparison with periods before 1982 because of the change in the basis of the count in October 1982 from registrants to claimants.
