A text implementing the Fontainebleau conclusions on 445W budget discipline has been formally adopted. The United Kingdom's 1983 refund has been paid. The two adhoc committees set up at Fontainebleau — on institutional affairs and a people's Europe — are completing their work and will report to the March European Council.
