§ Mr. WaldegraveYes. The code of practice, which offers advice on how to avoid or minimise disturbance from the prolonged ringing of burglar alarms, was issued to supplement the provision of part III of the Control of Pollution Act 1974 which enable local authorities and magistrates' courts to control noise nuisance. As a code of practice approved under the Act, it serves to guide local authorities and magistrates' courts in the exercise of their powers, but does not itself have the force of law. I have no reason to believe that the code is unsatisfactory; if my hon. Friend has evidence of difficulty I will of course consider it.
