§ Mr. RidleyThe variety of non-financial factors included in the assessment of trunk road schemes are set out in the Department of Transport's "Manual of Environmental Appraisal", published in September 1983, copies of which are in the Library of the House. No attempt is made to attribute particular weights to these factors as the circumstances of each case vary considerably and non-financial factors are not in general capable of being assessed under a common weighting system.
