§ Mr. Deakinsasked the Prime Minister if she will seek to ensure that the agenda for meetings of the European 227W Council distinguishes between items which come within the scope of the European Economic Community treaties and those which do not.
§ The Prime MinisterThe function of the European Council is to provide strategic direction and political impetus for all areas of European Community work and for co-operation between member states outside the treaty framework; for example, in political co-operation. No purpose is therefore served in distinguishing between matters discussed on the basis of whether or not they fall within the scope of the treaties.
