§ 71. Mr. Allan Robertsasked the Secretary of State for Transport if he will investigate the licensing system operated by the Civil Aviation Authority following the licensing of Holidair now backed by former directors of Budget Holidays.
§ Mr. Michael SpicerNo. Transac Services Ltd. which now trades as Holidair, has been licensed as a tour operator by the Civil Aviation Authority since 1978. The authority is aware that two people formerly connected with the Budget Group are now involved in Holidair. If a change of ownership takes place the authority will have to consider, in accordance with Regulation 4(3) of the Civil Aviation (Air Travel Organisers' Licensing) Regulations 1972, as amended, whether the new holder of the licence is a fit person, and has resources and financial arrangements adequate for discharging his obligation. If the authority is not satisfied, it has a duty to suspend or revoke the licence.
