Mr. D. E. Thomas

asked the Secretary of State for the Home Department if he will make available information and guidance on the likely scenarios involving conventional attack and nuclear attack, respectively, in order that local authorities may fully investigate the potential conflict in terms of emergency planning, referred to in ES1/1984 "Planning Assumptions."

There is no conflict between the planning functions for conventional and nuclear war that can be resolved by further guidance. The circular merely points out that, in dealing with the effects of conventional war, civil defence organiserswould also be concerned with preparations against the possibility of nuclear attack, and this could impose an additional and sometimes conflicting burden".

Any such conflicts could be resolved only by those directly concerned in the light of local circumstances.
