§ Mr. LuceThe Heads of State and Government of the European Community reaffirmed in Dublin in December 1984 their desire to see urgent efforts made to establish peace and stability in the middle east, and their willingness to assist efforts to that end. With our partners we shall continue to do all we can to encourage a negotiated solution on the basis of a balanced approach which safeguards Israel's right to exist within secure and recognised borders and the right of the Palestinian people to self-determination. But it must be for the parties themselves to take the initiative in peace efforts.
