§ Mr. Wyn RobertsThere are no additional financial resouces immediately available to meet the costs of the drought in 1984. The Welsh water authority is responsible for establishing priorities within the overall total of moneys available to meet capital and revenue expenditure, including expenditure during exceptional events such as last year's drought. These moneys are found from charges made to the consumers and through external borrowing on which a limit is set up by the Government.
