§ Mr. YoungerIn Scotland, as in England and Wales, it is the Government's policy to give priority to the needs of mentally handicapped people, whether in hospital or in the community; but it is for individual health boards and local authorities to determine what particular provision is needed to meet the needs of their respective areas.
