Mr. Teddy Taylorasked the Secretary of State for Foreign and Commonwealth Affairs what procedures are available for monitoring progress on the Helsinki accord; and if he has made representations about the position of Mr. Josef Berenstein and his family in the Soviet Union through these procedures.
§ Mr. RifkindA series of special follow-up meetings were agreed in 1983 at Madrid to discuss a wide range of CSCE issues. The human rights provisions will be the subject of such a special meeting to be held in Ottawa in May and June 1985. The specific case of Mr. Josef Berenstein and his family has not to our knowledge been raised in the conference on security and co-operation in Europe context but his plight and that of many others like him is something we shall have very much in mind in our preparations for the Ottawa meeting.
