§ Mr. HayhoeTreasury Ministers have considered carefully the representations that have been made on behalf of the free newspaper industry, including those on this point. I expect to meet the Association of Free Newspapers shortly.
It would be inappropriate at this stage before my right hon. Friend the Chancellor of the Exchequer's Budget statement to comment further.
