§ Mr. Chris Smith asked the Secretary of State for Energy what provisions exist for allowing the withdrawal of nuclear material from safeguards at the Capenhurst enrichment plant under the recently announced safeguards agreement covering that plant.
§ Mr. GoodladThe Capenhurst enrichment plant has been designated for inspection by the IAEA under the terms of article 78 of the United Kingdom International Atomic Energy Agency/Euratom safeguards agreement. Article 14 of this agreement provides for the withdrawal of nuclear material from safeguards for national security reasons.
