The Council of Civil Service Unions wrote to me on 15 November 1985 suggesting a boycott of South African foods in Civil Service canteens. In my reply of 28 November, I explained that it was not the Government's policy to impose economic sanctions on South Africa, which would cover imports of food products, and that I could not therefore agree to the request.
