asked the Secretary of State for the Environment if he has plans to introduce further legislation to clarify the position in relation to rights of access to common land and its management.

My right hon. Friend will consider the situation in the light of the report of the Common Land Forum, which is expected to be presented to the Countryside Commission in March 1986.
