In addition, a small number of organisations and individuals were approached about the possibility of their giving oral evidence but, for various reasons, did not do so.

The criteria for selecting organisations and individuals were to ensure that the review teams heard at first hand views from a wide range of bodies with an interest in the issues under discussion and that they had an opportunity to obtain specialist views and to clarify and develop ideas arising out of written evidence.
