In addition to the commissioner's report, I have now received from him a formal submission concerning his powers and jurisdiction. The matters which he has raised are both basic and far-reaching. Their proper examination will call for consideration of the views of local authorities and other interested parties, as well as consultation on the implications for the commissioner system throughout Great Britain.
