§ Mr. Michael SpicerThe Government are encouraging local authorities owning airports to recognise the advantages of introducing private capital and to introduce schemes for so doing: but we have no plans for legislation requiring this. We are also encouraging local authorities to convert their airports into company form, and may introduce legislation to achieve this aim.
