§ Mr. Michael SpicerThe decision of the Secretaries of State for Transport and for the Environment to impose a limit for environmental reasons on air transport movements at Heathrow was based on a recommendation in the inspector's report on the inquiry into the British Airports Authority's application to construct a fourth terminal at Heathrow. That recommendation took account of evidence to the inquiry about the expected noise levels at Heathrow when the terminal came into operation.
