asked the Secretary of State for Transport what examinations have been conducted by, or on behalf of, his Department on aircraft noise levels at Heathrow which have resulted in his intention to impose an environmental limit of 275,000 air transport movements per annum at the airport.

The decision of the Secretaries of State for Transport and for the Environment to impose a limit for environmental reasons on air transport movements at Heathrow was based on a recommendation in the inspector's report on the inquiry into the British Airports Authority's application to construct a fourth terminal at Heathrow. That recommendation took account of evidence to the inquiry about the expected noise levels at Heathrow when the terminal came into operation.
