asked the Secretary of State for Transport if he will give an assurance that domestic air transport movements will take priority over international movements within the 275,000 air transport movements to be permitted at Heathrow; and if he will initiate the essential bilateral restrictions with foreign Governments to achieve the necessary domestic priority in operations.

I have only just received the responses to the consultation document that I issued in July. I will make a further statement about how the ATM limit might be implemented when I have been able to consider these responses.
