§ Mr. BrookeProvision is normally made in the articles of government of public sector institutions of further and higher education for the establishment of a students' union, one of whose functions will be to represent the views of students in discussion with institutional authorities. Whether to set up a school council is best left to individual schools to decide in the light of their own needs and circumstances.
