asked Her Majesty's Government:

What is their policy in setting up "multi-agency racial incident panels", including representatives of the police and ethnic minorities, to monitor and devise means of combating racial attacks; in which divisions of the Metropolitan Police district panels of this kind have been established; and whether they are satisfied with the degree of co-operation by the Metropolitan Police on this matter.

The Government favour the establishment of multi-agency racial incident panels comprising representatives of the police and other involved members of the community wherever such panels are likely to be effective in combating this appalling form of intimidation. Within the Metropolitan Police area, such a panel has been established in X District, Ealing and Hillingdon, and consideration is being given to establishing further panels in other districts. The commissioner and his senior officers accept the need to ensure a rapid, sympathetic and effective response to racial attacks at street level and are actively seeking to establish, with the involvement of the community, the arrangements necessary to achieve it.
