asked the Secretary of State for Defence if, pursuant to his answer of 22 November, he will explain the differences between the captain's narrative account and report of proceedings.

I assume that the hon. Member is referring to the answer by my right hon. Friend appearing in theOfficial Report for 22 November at column 226. The Queen's Regulations for the Royal Navy, a copy of which is in the Library, require commanding officers of ships to report their proceedings from time to time. Separate instructions to submarine commanding officers require them to maintain inter alia detailed narrative accounts of operations and exercises, which will be available for subsequent analysis, and from which the report will be compiled.
