§ Mr. Jannerasked the Secretary of State for Defence whether the personnel management authorities in his Department have now amended where necessary their procedures to accord with the recommendations of the report conducted by the Cabinet Office, Management and Personnel Office.
§ Mr. LeeThe personnel management procedures being followed in my Department were found to conform closely with most of the report's recommendations but these procedures are still being reviewed to see whether any changes are necessary in the light of the report. Five of the recommendations however introduced new procedures which had not previously been followed. One of these, the inclusion in all job advertising of the statement that
the Civil Service is an Equal Opportunities Employer",556W was implemented on 1 March 1984 and another, to bring the Civil Service's equal opportunities policy to the attention of all new recruits, will be implemented once the policy statement has been published on 11 June. Implementation of the remaining three recommendations which concern equal opportunity training for those posted into personnel management divisions, informal checking upon the incidence of attendance on developmental training courses by ethnic minority staff and ways of dealing with remediable defects such as communication difficulties is still under consideration.
